Fulton County, located in the state of Arkansas, was established on December 21, 1842, as the 21st county in the state. It was named after William Fulton, the last Governor of Arkansas Territory (1835-1836), and later U.S. Senator from the state. The county seat is Salem, which also happens to be the largest city in the county.

Fulton County is part of the Ozark Mountains, a region that spans northern Arkansas and southern Missouri. The county's geography is characterized by hills, valleys, and small rivers, with the Spring River being a notable waterway that passes through the area. The county's total area is 620 square miles (1,600 km), of which 618 square miles are land and 2.5 square miles are water. The population, as of the 2010 Census, was 12,245.
