Pulaski County is located in the heart of Georgia and was established on December 13, 1808. It was named in honor of the Polish military officer, Count Casimir Pulaski, who fought for American independence during the American Revolutionary War. The county's formation took place alongside the creation of Montgomery County, with both being carved out of Laurens County.

Hawkinsville, the county seat, was named after Colonel Benjamin Hawkins, a U.S. Congressman, Indian agent, and Revolutionary War officer. The city is known as the "Harness Horse Capital of Georgia" due to its longstanding tradition of harness horse racing, particularly at its Hawkinsville Harness Festival.

The agricultural industry played a significant role in Pulaski County's early economy, with cotton farming being particularly important. Over time, the economy diversified, incorporating other industries such as manufacturing, wood processing, and food production.
