Phillips County is located in the eastern part of Arkansas and is part of the Arkansas Delta region, bordering the Mississippi River. It was established on May 1, 1820, and named after Sylvanus Phillips, an early settler and businessman. The county seat is Helena-West Helena, which is also the largest city in the county.

One of the most significant historical events in Phillips County was the Battle of Helena during the American Civil War. The battle took place on July 4, 1863, when Confederate forces tried to capture the Union-occupied Helena. The Union forces successfully defended the city, which contributed a small part to overall Union victory in the war.

Agriculture played a major role in shaping the history of Phillips County. The fertile soil of the Arkansas Delta region led to a strong cotton industry, and the plantation system flourished in the 19th and early 20th centuries. This industry relied heavily on enslaved labor, and as a result, the African American population of the county increased dramatically.

Following the Civil War, many freed slaves continued to live and work in Phillips County, but under the oppressive system of sharecropping. In the 20th century, the county became a center for civil rights activism. The Southern Tenant Farmers Union, which fought for the rights of tenant farmers and sharecroppers in the 1930s, had a local branch in Phillips County.

Today, the county is home to various cultural and historical sites, including the Pillow-Thompson House, The Helena Museum of Phillips County, and the Delta Cultural Center.

Fun fact: The King Biscuit Blues Festival, one of the longest-running and largest blues festivals in the United States, is held annually in Helena, Phillips County. The festival attracts thousands of music enthusiasts and showcases both local and international blues artists.
