Richland County is located in the southeastern region of the great state of Illinois. It was officially established on February 24, 1841, and was formed from parts of neighboring Clay and Lawrence Counties. The county is named in honor of Richland Creek, a significant waterway that flows through the region.

Over the years, Richland County has undergone various changes in terms of politics and infrastructure. Agriculture played a vital role in the county's early economic development with farming being the primary occupation in the area. As the county grew, small towns such as Noble, Parkersburg, and Claremont, among others, emerged.

Olney, the county seat, was founded in 1841 and named after the town of Olney in England. Olney's central location and transportation facilities contributed to its development as the county's largest city. The arrival of the railroad in the late 19th century significantly impacted the growth of both Olney and Richland County. Manufacturing and other industries began to expand in the early 20th century, further boosting the local economy.
