Franklin Parish is located in the northeastern part of the great state of Louisiana. It was officially established on March 1, 1843, and named in honor of Benjamin Franklin, one of the Founding Fathers of the United States. The parish was carved out of portions from the neighboring parishes of Carroll, Ouachita, and Catahoula, and its parish seat is Winnsboro, which was established in 1907.

Franklin Parish is known for its rich agricultural history, in which cotton played a significant role. Throughout the years, the parish has gone through several phases of economic development, including lumbering and manufacturing industries. It was once home to the popular "old steam cotton gin," which was utilized to process the massive amounts of cotton produced in the region.

One fun fact about Franklin Parish is that the town of Winnsboro is known as the "Stars and Stripes Capital of Louisiana." This nickname was earned because of the town's annual display of more than 350 United States flags lining its streets during national holidays, including Memorial Day, Independence Day, and Veterans Day. The tradition was started in 1981 and has continued strong ever since, and today has become a symbol of pride for the local community.
