Richland Parish, located in Northeast Louisiana, was established on September 29, 1868, during the state's Reconstruction Era following the Civil War. The parish was carved out from portions of several surrounding parishes, including Carroll, Franklin, Morehouse, and Ouachita. Richland Parish encompasses an area of approximately 565 square miles, with the city of Rayville being designated as the parish seat.

The history of Richland Parish is closely tied to agriculture, specifically cotton production, which dominated the local economy for many years. The area's fertile farmland attracted settlers in the 1830s-1840s, and as cotton farming flourished, so did the need for new transportation methods. The Vicksburg, Shreveport, and Pacific Railroad were completed in 1884, linking Richland Parish to major regional transportation hubs and further promoting its economic development.

Richland Parish has seen its share of hardships, including the Great Mississippi Flood of 1927, which inundated much of the parish, causing widespread damage and displacing many residents.
