West Carroll Parish is located in the northeastern part of the great state of Louisiana. It was established on March 14, 1838, but it was not until February 25, 1877, that it gained its current boundaries after being divided into two parts: East Carroll and West Carroll. The parish took its name from Charles Carroll, a signer of the Declaration of Independence and a key figure in the American Revolutionary War.

The parish is predominantly rural, with agriculture being the primary industry for many years. Throughout its history, it has seen a mix of cultures, including Native Americans, European settlers (predominantly of French, English, and Irish descent) and West African people who were brought to the region as slaves.
