The county seat is Shakopee, with other notable communities such as Prior Lake, Savage, and Belle Plaine.

In its early history, the region was inhabited by Native American tribes, primarily the Dakota Sioux. European settlers, mainly from Ireland, Germany, and Scandinavia, began to arrive in the mid-19th century.
