As the population grew, agriculture became the primary industry, with several mills and grain elevators being built to meet demands.

The city of Waseca, the county's seat and largest city, was founded in 1867 upon the completion of the Winona and St. Peter Railroad. The railroad played a significant role in Waseca's development as a thriving community, providing a means of transportation for people and goods.
