Pembina County is located in the northeastern part of North Dakota, on the border with Canada. Established on January 9, 1867, it is the oldest county within the state. The county takes its name from the Ojibwe word for highbush cranberry, a plant native to the area known as "anibimin."

Pembina County was initially part of the vast Dakota Territory, and its roots can be traced back to the Red River Valley fur trading posts in the early 19th century. The historic fur trade in the region attracted settlers, fur trappers, and traders, who established the first permanent white settlement at Pembina in 1812. This settlement was originally a part of the British territory of Rupert's Land and was later transferred to the United States through several political treaties.

In 1823, the Hudson's Bay Company established Fort Daer, also known as Fort Pembina, attracting even more settlers to the region. The county played a role in promoting trade in the region during the 19th century, as steamboats plied the Red River and the St. Paul, Winnipeg, and Upper Missouri River transportation routes.

Pembina County experienced a population boom during the 1870s due to the arrival of the Great Northern Railroad, which provided expanded access to the region. Agriculture emerged as the dominant local industry, with vast fields of wheat, potatoes, alfalfa, and honey production. The county also became an important center for customs and immigration, with the presence of the Icelandic State Park commemorating the arrival of Icelandic immigrants in northeastern North Dakota.
