Harlan County is located in the southern region of Nebraska and was officially established in 1871, named after James Harlan, a U.S. Senator from Iowa and a close friend of President Abraham Lincoln. The county consists of several communities, with its county seat being Alma.

Historically, before the arrival of European settlers, the area was inhabited by various Native American tribes, including the Pawnee and Oto. As Europeans began to settle in the region, they faced several challenges, including harsh winter conditions and the difficulties of traversing the land.

In the later half of the 19th century, the main economic activity of the region was agriculture. Early settlers started farming as they claimed land under the Homestead Act, a federal law that provided 160 acres of public land to settlers for a small fee if they agreed to develop it within five years. The arrival of the railroad in the 1880s spurred more development and population growth, as it provided a means of connecting Harlan County and its produce to larger markets. Throughout the 20th century, agriculture has continued to be the backbone of the county's economy.
