Phelps, an early Nebraska state politician who played a significant role in the organization of the county. The area was initially settled by people of Swedish, German, and Danish descent.

The county seat, Holdrege, was established in 1883 and named after George W. Holdrege, a prominent official of the Burlington & Missouri River Railroad Company.
