Highland County is located in the southern part of Ohio, and it was officially established on May 1, 1805. The county was named Highland due to its hilly terrain, which is part of the Appalachian plateau. Before the arrival of European settlers, the area was inhabited by Native Americans, particularly the Shawnee and the Adena tribes.

With the passage of the Northwest Ordinance in 1787, European settlers began to move into the territory, and Highland County soon became an important agricultural region. Hillsboro, the largest city in the county, has been the county seat since its establishment.

One fun fact about Highland County is that it hosts the annual Festival of the Bells, which takes place during the first weekend in July in Hillsboro. The festival celebrates the significant impact of the bell-producing industry that once thrived in the region. The company that produced the bells, C.S. Bell Company, was established in the 1800s, and it made Highland County famous for its high-quality bells throughout the 19th and 20th centuries. The Festival of the Bells includes a variety of events such as a parade, live entertainment, and various competitions, drawing people from all over the state and beyond to experience the rich history and culture of Highland County.
