Jefferson County is located in the eastern part of the great state of Ohio, with its county seat in the city of Steubenville. The county was established on July 29, 1797, making it one of the earliest counties founded in the Northwest Territory after the American Revolutionary War. The county was named in honor of Thomas Jefferson, the draftsman of the Declaration of Independence and third President of the United States.

Jefferson County played a significant role in the early expansion and industrialization of the United States. In the early 19th century, it was a vital hub for mining and manufacturing, particularly in the production of iron, coal, and salt. The county is home to various historic sites, such as Fort Steuben, which was built in 1786 to protect surveyors in the process of establishing the first American government survey.
