Noble County is located in the northern part of Oklahoma, a state in the Great Plains region of the United States. The county was originally called "County P" when it was created during the process of Oklahoma's state organization in 1893. Later, it was renamed in honor of John Willock Noble, a prominent 19th-century political figure who served as the Secretary of the Interior under President Benjamin Harrison.

The region was mainly inhabited by Plains Indians such as the Osage and Kansas tribes before European settlement. In the early 19th century, the United States government purchased the land from the Louisiana Purchase and forced the region's indigenous populations to move to Indian Territory. White settlers started to arrive in the area during the late 19th century, leading up to the famous Oklahoma Land Run of 1889.

The development of Noble County was significantly influenced by the growth of the railway system, connecting it to larger national and international markets. Agriculture became a key industry, with farmers growing typical Great Plains crops such as wheat, corn, and cotton.
