Roger Mills County is located in the western part of Oklahoma and is part of the Great Plains region of the United States. Established on July 16, 1907, shortly before Oklahoma became a state, it was named after Roger Q. Mills, a Texas congressman and prominent advocate for western expansion.

The area that now makes up Roger Mills County was originally part of the Cheyenne and Arapaho Indian Reservation. The reservation was opened up for non-Indian settlement in the Land Run of 1892, drawing settlers from various regions, including European immigrants.
