Tioga County is located in the north-central region of Pennsylvania, USA. It was established on March 26, 1804, from parts of Lycoming County and named after the Tioga River. The name "Tioga" is believed to be derived from a Native American term, which means "the meeting of the waters," signifying the confluence of the Tioga and Cowanesque Rivers in the region.

The county has a rich historical background, with Native American tribes such as the Iroquois, Seneca, and Delaware inhabiting the region before European settlers arrived in the early 18th century. In 1779, during the American Revolutionary War, the Sullivan Expedition led by General John Sullivan passed through the county. This military campaign was aimed at removing the Iroquois from New York and Pennsylvania, as they had allied with the British forces.

The early 19th century saw rapid growth in the region, fueled by the lumber and charcoal industries, as well as the development of the Tioga Navigation Company in 1823, which constructed a canal and dam system to facilitate transportation. The Wellsboro and Lawrenceville Railroad, later the Tioga Railroad, also played a significant role in the transportation of coal and other goods in the county.

Throughout the 19th and 20th centuries, Tioga County saw a gradual shift from an economy based on lumber and agriculture to one centered around manufacturing and education, with Mansfield University (established in 1857) playing a significant role in shaping the county's future.
