Refugio County, located in the Coastal Bend region of Texas, was created in 1836, following the independence of Texas from Mexico. It is part of the earliest settlements in Texas, with Spanish explorer Alonso Alvarez de Pineda mapping the area in 1519. The name "Refugio" means "refuge" in Spanish, which denotes the area's history as a sanctuary for settlers.

The original settlement in the county was founded by the Irish empresarios James Power and James Hewetson in the early 19th century. Refugio County became part of the Mexican province of Coahuila y Tejas in the 1820s. The first official Mexican land grant in the county was given to Maria Concepcin Zorilla in 1830.

The county played a significant role during the Texas Revolution, with the Battle of Refugio occurring in the region in 1836. After the revolution, the Texas legislature established Refugio County as a part of the Republic of Texas in the same year.

The county saw rapid economic development in the 20th century, mainly due to its rich resources, such as oil, gas, and minerals. Agriculture, cattle ranching, and fishing also contributed significantly to the county's economy.

One fun fact about Refugio County is that it is the birthplace of Nolan Ryan, an American professional baseball player often referred to as the "Ryan Express." Ryan is widely considered one of the most prolific pitchers in Major League Baseball history and was inducted into the National Baseball Hall of Fame in 1999.
