The county seat of Perry County is Perryville, which was initially known as Perry and was established in 1841. The town was developed to serve as the county's political and business center. A significant development of the county's early history was the impact of the Civil War. During this time, the county faced food shortages and communication breakdowns due to damaged infrastructure. However, it survived the hardships and continued to prosper post-war.
