Claiborne Parish, located in the northwest region of the great state of Louisiana, was established on March 13, 1828. It was named in honor of William C.C. Claiborne, the first non-colonial Governor of Louisiana and the first Governor of the Louisiana Territory under U.S. rule after the Louisiana Purchase in 1803.

The parish's early history dates back to Native American settlement, primarily the Caddo tribe. European settlers began to arrive in the area during early colonization in the 18th century. One of the major events in the history of Claiborne Parish was the construction of a six-mile long railroad, known as the Claiborne Parish Railroad, which was completed in 1899. This railroad connected the parish seat, Homer, to the St. Louis Southwestern Railway (otherwise known as the Cotton Belt), increasing the accessibility and trade in the region.
