The area was named after Cornelius Gilliam, a pioneer and prominent figure in the early settlement of Oregon who also played a key role in the Oregon Provisional Government's leadership.

One of the most significant events contributing to the county's development was the establishment of the Oregon Trail, a 2,170-mile-long wagon route connecting the Missouri River to Oregon's fertile valleys.
